   My CYGWIN environment has binutils at 2.9.4 version, and RTEMS at
   2.9.1.

There is no actual binutils 2.9.4.  That is an internal development
version number.  All binutils development source snapshots from April,
1998 to July 1999 will report that they are binutils 2.9.4.  Cygwin
was released with a development source snapshot during that time,
which is why the cygwin tools report themselves as 2.9.4.

   What version of the binutils do you plan to release along with gcc-2.95 ?

The binutils are released separately from gcc.

   Which version of binutils is the latest one ?

The last official binutils release was 2.9.1.
