problem building rtems-19990820 with Cygwin

Yes, it did fix. I installed VC++ 6.0 on this machine last week that there
was
a change to LIB environment variable. Thanks for the tip.

I guess this snapshot is "bleeeeeding edge", the build died a little
further.
Looks like the directory  "librdbg" was not created.
