RTEMS build process

For things like this to come about there needs to be work on it.  There
are two ways to get this: volunteer and/or sponsor the work.

NT support is a good example.  All effort on NT has been volunteer. I have
willingly merged stuff supporting NT but there has bene no sponsorship
that would accelerate this process.
