new newlib is coming

I have been given a snapshot.  It is called
newlib 1.8.2 and is in RTEMS snapshots archive under the newlib
directory.  I have not checked it out at all.  I will start by
attempting to apply the latest RTEMS newlib 1.8.1 patch and seeing
what happens.  I am passing this file on in case someone else gets
to play with it before me.

There is no point limiting access to it. :)
