newlib 1.8.2 rtems patch

For reference, I've managed to compile an i386-elf toolset using the
latest gcc CVS and newlib-1.8.2 (with Joel and Ralph's patches).

I don't remember seeing any newlib warnings, and I didn't have to patch
gcc at all!
