new RTEMS patch for newlib 1.8.2

I have merged Ralf's patch into the last RTEMS newlib 1.8.2 patch.

A big switch this time is that RTEMS no longer builds the posix
directory in newlib. As Charles-Antoine Gauthier noticed, RTEMS
actually had conflicts on all but 2 of the routines in that directory.
So the next snapshot of RTEMS has those two routines (isatty and creat)
in libc.  I simply copied the newlib implementations.
