FAT File system availability



I have been working on both CD and FAT16/32 filesystems. The filesystem code
is independent of rtems at the moment. The CD code seems pretty solid. The
FAT read is working and I'm in the final throws of testing the FAT write
code.

I attempted to integrate the code into rtems a while ago and at first
attempt failed to get it to work. I have not got back to that yet and hope
to relook into it when my write code is finished.
