readline/termcap

I've just finished an initial port of the readline and termcap libraries
to RTEMS.  I don't have time to continue this right now, but others who
are interested in this can pick up a copy of my work at:

	ftp://skatter.usask.ca/pub/eric/RTEMS/rtems_readline.07Sep1999.tgz

BTW -- the existing gen360 BSP (and others) initializes `environ' to
NULL.  The putenv and getenv routines choke on this.  See the rlchk
program in the above snapshot for a workaround.
