Patch for RTEMS monitor

Greetings all - 

Here's a patch to mon-command.c in the rtems-ss-20010126 snapshot that fixes 
partial command matching.  Partial commands typed to uniqueness now seem to 
work.

I also added support for setting the monitor prompt via an environment variable 
(RTEMS_MONITOR_PROMPT).
