cygwin build_alias issue (and a possible workaround... really this time...)

Subject: cygwin build_alias issue (and a possible workaround... really this time...)

With the 9-14 snapshot of cygwin1.dll and /bin/ash.exe copied to
/bin/sh.exe, I was able to build all of the M68k BSPs last night on my work
machine.  Same config on my home machine completed an efi332 BSP build.

However, Bogdan's latest test hung (usually after >400 iterations) on both
machines.
