What he does with his patch is extending the number of available
PID/processes, i.e. he actually is postponing/shifting the point of
"running out of available PIDs/processes".
Despite what Chis F. says, whether this is a cygwin or bash bug still is
an open question.
If only one ash user can reproduce the problem with an unmodified
cygwin-1.5.11 or earlier, his claim would be counter-proven.
