Only 16 Posix threads with 128 configured.

pthread_create is failing with EAGAIN when I create more than 16  
threads.  I've got CONFIGURE_MAXIMUM_POSIX_THREADS set to 127, and  
all works fine until then.  I can delete a thread and then re-create  
a new one as long as my total stays below 16.  Is there something  
else I need to set?  Here's my configuration (as a .txt file to get  
through any filters).
