Which files are you referring to?  SOURCES is for the development tools.
If something is not included there, it is just an accident.

FWIW amy RTEMS patches for autoconf, automake, binutils, gcc, newlib,
and gdb are included in the RTEMS tarball itself in the 
contrib/crossrpms/patches
subdirectory.
