I don't know why this would fail. Can you put printk's on each
of the failure conditions in libbsp/i386/pc386/shared/pci/pcibios.c.
It could not be finding the PCI BIOSes or main PC BIOS if I
am reading the code correctly.
It might be a BIOS setting on your PC. What BIOS is in it?
