pc386 BSP now supports nanosecond time granularity

Hi,

Just a note to let you all know that I implemented
this and committed it to CVS today.  I tested it on
one PC and it appeared to be OK based on the
nsecs test. 

Since this is a popular BSP, I thought a heads up
was in order.  If there are any issues, let me know.
