_Watchdog_Insert ??

Oh the woes of naming something in a confusing way.

It is not a hardware watchdog and is not related to them.
It is just a handler which managers ordered changes
of functions (watchdogs) to invoke at a particular time
in the future. It is part of the timer/tick code.
