I have done some working on this and you can access it here:

There is a patch needed for RTEMS to change '.exe' to $(EXEEXT) in the RTEMS 
source tree. The patch is actually a script called 'rtems-fix-dot-exe.sh'.

I should update these files to 4.10. I think the make-exe and make-cxx-exe is 
done so this part can be removed from this stuff.
