HEADSUP: Massive rtems-4.10 toolchain changes ahead

Meanwhile, The first iteration of these toolchains has landed.

* Corresponding rpms can be found in the yum repos below
ftp://ftp.rtems.org/pub/rtems/linux/4.10

* Sources (comprising a newlib tarball) are available in
ftp://ftp.rtems.org/pub/rtems/SOURCES/4.10/


Further updates can be expected to follow at fairly high rates in near
future.
