Where should pre-processor define DEBUG get set?

- Subject: Where should pre-processor define DEBUG get set?
What's the correct way for preprocessor define DEBUG to get defined so
that items such as RTEMS_DEBUG_PRINT are defined? I tried re-
configuring with --enable-rtems-debug and rebuilding from scratch but
it didn't seem to make a difference.
