4.10 Approaching

Prior to cutting 4.10, I would like to see a resolution to the
long-standing problem discussed here:
http://www.rtems.com/ml/rtems-users/2007/september/msg00108.html

Patch is attached.

Additionally, there are many uses of "extern inline" in 2 powerpc headers:
    c/src/lib/libbsp/powerpc/shared/bootloader/bootldr.h
and
    c/src/lib/libcpu/powerpc/shared/include/io.h

Patch is also attached, but is completely untested.
