[RFC] ARM multilib changes and switch to EABI version 5

I modified nearly all linker command files of the ARM BSPs with the exception of:

gba/startup/linkcmds
nds/coproc/coproc.ld

Please check that your BSP works.

The BSPs use now a base linker command file:

shared/startup/linkcmds.base

This eliminated a lot of copy and paste.  This change was necessary as a
preliminary work to switch to the EABI version 5.
