How to use rtems_bsdnet_loopattach()

If nobody objects I will add the loop back interface initialization to
rtems_bsdnet_initialize_network() and remove the rtems_bsdnet_loopattach()
function.  This will lead to linker errors in applications that use the loop
back interface.  It is easy to fix: simply remove the rtems_bsdnet_ifconfig
item of the loop back interface.
