How is CFLAGS_OPTIMIZE_V used?

  Okay, here comes my na?vet?...

  Using the template= make system for my application,
  how do I get the CFLAGS_OPTIMIZE_V flag= s used to
  build my app?  When I simply do "make", it is
  ignored.&nb= sp; I'm guessing I'm missing something
  most would think too obvious to n= ot know...  :">
