Pre-Announcement of ARM port

This is a pre-announcement of the long rumored ARM port of RTEMS.
Eric Valette and Emmanuel Raguet of Canon have graciously submitted
their port of RTEMS to the ARM processor family.  This port initially
supports the ARM7TDMI model.

This should be available in the next snapshot along with tools.
