RTEMS and TCL

The networking issue is that select() under RTEMS only works for
sockets. The test tcl uses during configure ends up thinking
that RTEMS does not support select which is technically correct
since for TCL since it does not support it in all the ways
TCL would like to use it.

Eric Norum had this working but AFAIK had only done limited
testing on it. I assume he built this using the
same technique as libavl/readline/ncurses.
He is on vacation at the moment so won't be able to comment
for a while. :)
